His parents are from the Tir. Minor level researchers, they took a position with a Fuchi subsidiary and moved to Dallas. They were too low in the Fuchi ranks to warrant corporate scholarships for Carlos, but paid for private education for him. As it became clear how talented he was, Fuchi has tried to pull him back into the fold, but Carlos has no desire to be a Fuchi wageslave. Gaining a scholarship to Denver, he left home and has had minimal contact with his parents since.
He has an innate aptitude for using magic to target basic biological functions, and doing so at extremely small scales. As a result, he has focused his attention on magical genetic manipulation. He hopes to engineer a retrovirus to activate the magical genomes in an otherwise mundane individual, essentially providing the ability to turn anyone into a mage.
Bonus points went 2 to skills and 2 to stunts. It's entirely likely I messed up the process somewhere, as I've only played a FATE-based game once, and it was many many moons ago.
