Possibly Science Fantasy would be our sub-genre to Pulp Adventure then?

Yeah that sounds about right. Since our setting seems to have a mix of special people with either genetic or technological abilities how does transhuman sound for the descriptor?

Transhuman: a human who has through evolution or augmentation acquired capabilities beyond the normal human range sufficient to be regarded as no longer merely human

So our genre would be a "Transhuman Pulp Adventure." What do you guys think?

Alright then the next step is to Establish Facts about the settings. To do this we go round the table and each person will combine two inspirations into a fact about the setting. The group has to unanimously agree on a Fact.

The best Facts are concise and specific. Don’t feel obligated to come up with names for organizations; that comes later. Just work on making up evocative names for places, events or things.

Once we have two Facts per person, some common themes will emerge. This step helps express the unique character of our Setting, and ensures that the world’s filled with content that the group is interested in.

Let's have DistinctlyBenign go first, and then Magmoo, and then myself

Well given that:

National borders based on the potential of Inheriting powers

And:

there are tons of left over experiments or people with unusual augments or tools all over the place

An ancient group known only as the forebearers left behind artifacts of immense power: spending ones formative years within a wide proximity (varies from artifact to artifact but between 5 and 50 miles?) of one would grant aptitude towards a specific subset of supernatural abilities. Nations, of course, rose around these artifacts at the seat of their power.

How does that sound?

Lower class people are strongly associated with obvious and awkward cybernetics as that is the only way for them to compete and participate in the economy. More developed and wealthy nations strongly encourage and even sometimes force debtors to submit to implants. This has led to the common existence of Public "Nut" Houses where the working class can get their augments serviced while getting a pint.

(Inherited powers require training and practice to control and A blending of the supernatural and the technological)

All children are tested in their early teens for powers. Those who test positive are taken to specials schools where cybernetics are implanted to enhance the abilities to useful levels. The implants are removed from those that do not graduate.
