If the party is meta (or not) arguing over the plan and one of the players has checked out, that player can totally take action by himself.

Example: the party was debating how to transport a fish tank that had a mermaid in it to the nearby river, and by debating I mean this had been going on for at least 45 minutes. I was tired of it, and I figured it didn’t require this much thought, so my character hit the glass of the tank, cracking it and putting time pressure on the party.

It ended up being fine, and produced some of the most fun of the last few sessions (spontaneity usually does).

I like that Chad’s now willing to roll diplomacy, let it ride, and RP it out. But would he be willing to roll deception, let it ride, and RP it out?
