Ooo. A response.
I appreciate the unconventional nature of the halflings, I've just always felt that dinosaurs and dragons take up the same niche in a setting, and that dragons do it better.
That being said, I do mine Eberron shamelessly for my homebrewed settings; warforged, artificers, and elven voodoo especially.

I never really gave Eberron more than a first glance, but listening to Keith talk about it a bit made me want to take a look. My first impression of the game was that it did a lot of things that I already have Earthdawn to do, but I think more than anything else, his approach to it was what intrigued me. I may have also been a little jealous at the time since my own Create-A-Setting project kind of fell apart before the deadline, but I was pretty happy with the core idea I had. Granted, Elf and Dwarf empires built on the backs of shorter-lived slave armies aren't as original as lightning trains and Warforged, but still... I also really appreciate his approach to the Eberron novels. It's nice not to feel like I have to take the events of novel series into account when setting up a campaign.

Dark Sun is probably more comparable to Earthdawn than Eberron. True, there's an apocalyptic event in the heart of Khorvaire and it has air ships, but at it's heart it's a setting that someone familiar with, say, Forgotten Realms, would be able to easily transition to. If I'm looking for a non-Dark Sun D&D game, Eberron is my go-to; lightning rails, air-spirit powered sailing ships, dino-rider halflings, assassin gnomes, warforged, no gods and no Elminster.
