In context, he was commenting on politically-motivated works of fiction. A story can be made to support anything. He wasn't saying that the story should've ended there, only that if it had the moral would've been entirely different.

Right. All stories are lies. They are made up. Even ones that deal with 'actual events'. That doesn't make them bad. Just not 'true' in a specific sense. And as such, stories cannot prove morals or points. They can only illuminate them.
