I gave Cookie Monster the neutral evil slot because his dominant trait is selfishness (re: cookies), and he will do harm to others to feed his vice. The Count got LE because he is an aristocrat and is obsessed with math. I confess that Oscar was sort of a fill-in, as there are sadly few chaotic evil Sesame Street characters. The fact that he likes bad things and hates good things marks him as pretty predictable (ie. Lawful), but there's some wiggle room, I think.
