So yes, your exceptions certainly apply.

When I was younger, that was what almost everyone did every time. It was unusual to see someone go through a red light at an intersection. Now it happens, pretty much every time I get to an intersection. The light turns red, and a few cars just go through it. It just smacks of a pervasive "I can get away with it, so why not do it" attitude that seems to be growing incrementally over time.

Individuals running a red light are rare, and those doing so are not seen just as normal parts of the traffic flow--they're dubbed assholes. Of course, we're starting to get positively British with the number of traffic-cams, so that might have something to do with it....

One of the neighbors was driving me somewhere and we got pulled over even though it was yellow when we entered the intersection. I started watching and people blew through them all the time. I have no definite numbers, but in my experience people have always done that.
