It's a futuristic costume. The shoes have either gravity enhancers, or magnets that she can engage to make the shoes stick to the ground.

A guy I knew back in library school was married to a woman who wore heels like that every single day (unless she was home sick). I'm not joking or even exaggerating. Even her winter boots had heels like that. Those of us that knew her used to wonder if maybe the heels served as a kind of ice axe or in place of crampons.
Now, I'm not saying that anything about this woman's shoes (or her personality, come to think of it) was reasonable. I'm just saying, if something sends that pic rocketing into crazy town territory, it's not necessarily the shoes.
On second look, those heels are a little short to belong to the lady I'm talking about. Maybe if you kept the heel height and ditched some of the platform thickness in the front of the shoe or something.

Its not just the fact that it has heels. Women wear heels. Thats a real thing.
Its the fact that its a suit of armor with heels. Heels, while they have their uses, are not suitable footwear for a combat situation.
And on top of that she has a Chaingun, that she would presumably be firing in the heels. Firing that is gonna snap those heels off, no question.
