I think he is talking about Dr Sung - the creator of Data - who was immensely old in the TNG episode.

I'm pretty sure it is established canon that the Dr Soong of TNG and the Dr Soong on Enterprise are NOT the same person, but father and son. I didn't get to watch Enterprise, so I'm not sure.

I'll bet Wikipedia knows.

How many human antagonists were there from the original series?
