Frienemies actually can work out pretty well, but this works, too.
And SandPunk, PEP isn't a traditionally GMed game; not all the PCs are expected to be on screen at all times, and players are expected to take narrative control frequently, including controlling NPCs and presenting obstacles, so even if you're taking an extra cut of docket-setting power, it may be best if you had a pony, too.

Frenemies can work. I've ran it that way. Also, BF/Rival is about narrative control.
Another way to try it out if right + right. The pony to your right is your best friend and the pony to their right is your rival. Or, you could randomize it with lots so that no BF/rival is duplicated. -- TAZ

I have NO idea how the system works, and I've NEVER seen even one episode of MLP, but this just keeps looking more and more interesting.

The system is fairly simple. The player that has the spotlight sets a scene, perhaps invites a few PCs, and tries to reach their goal. The rival of the spotlight PC throws in obstacles and raises challenges when they think the PC has a chance of failure. The die is roll and success/failure is determined. If a success, the BF describes how the spotlight PC over came the challenge, for failure, it's the rival. There can be can be multiple challenges in a scene but if you think about it from a director's or comic book artist's perspective you known when a scene ends. The spotlight then moves to the next player and their rival complicates the new scene. Players can be separate or in the same location and the same round the table mechanics are applied. Everyone gets pretty much equal spotlight time.
The supervisor (GM? Stable Master?) helps kibitz with the rival and other players to moderate the scene and handle the 'big bad' for the session. Ponies that have met their goals (or parts of them if it a big goal) go in with confidence, ponies that have not met their goals lack the same sparkle and are at a disadvantage.
Hope that helps, it's very much story stick gaming with just enough structure to keep Maximum Overkill pony from pulling out a BFG3K and frying the mud dragon in the first scene.
The biggest challenge for play by post is that you might go on a roll during your scene and your rival might post, "Hold your horses! There's no way you could have crossed that bridge without the ogre knocking you off." So, there might be some retroactive action going on depending on the results of the challenge. -- TAZ
