Cool, thanks. One question, though. Is there a particular reason for the CMO on board this ship only being ranked Lieutenant instead of the more usual Lieutenant Commander? I'm only basing this on my own ST experience, so I might be making incorrect assumptions as to what is normal. This might need a bit of a rethink. Lieutenant is a bit junior to get away with speaking to the Captain in the way I'd planned.

The various series generally take place on flagships in the Federation fleet, and the characters' ranks reflect that. Many smaller craft can have Commanders or even Lieutenants as commanding officers, for instance.
I'm not sure what's normal for a Nebula-class, but I know that a Lieutenant Junior-Grade can technically serve as CMO on even a Galaxy-class vessel (like the TNG Enterprise-D).
While your rank can have a significant impact planet-side, aboard the vessel you are Chief Medical Officer; a department head. Only the Captain and First Officer are above you in the chain of command. Even if the Chief Science Officer somehow held a Captain's rank, the two of you would be considered peers in terms of input.
As to why I chose to go this route, you'll notice that your character is the only one who didn't receive a promotion immediately prior to being assigned to the Prometheus. In fact, his promotion to Lieutenant was 14 years ago. I wanted to have a member of the crew in a position to receive a promotion as a possible element of a future episode.
I couldn't find anything to the contrary, so I arbitrarily decided that Andorians live about as long as Vulcans. The lack of urgency that this implies, along with my own interpretation of the character as being somewhat disinterested in chasing down promotions and accolades, is the in-universe logic behind his slow advancement.
If you perceive him differently, though, I don't mind reworking him a bit.

I was unde the impression that Vulcans and Andorians don't get along... or was that the plan?
