Hate to bump an old post, but this DM description really erked me.
Broken, you want broken? This will get you what you want, but it takes some time to build up to. Granted I'm a little rusty since I'm on the Pathfinder rule set now.
Here you go. This gives you access to some pretty slick abilities, also if you go higher in specialist you can add some big bumps to your dispel, enough to make your DM cry.

HighlightsDispel Bonus of +6 against abjuration
Swift Abjuration - Cast 1st level abjuration spells as a swift action (2 spells in a turn!) without increasing spells caster level.
Wards! Read about them under the Sevenfold Veil prestige class, they are goodness
Reactive Warding - Use "warding" ability as an immediate action... ie an usable ability outside of your turn.

Anyways, I will tell you... your DM sounds like a d... umm difficult to play under. Wizards at low level are difficult to play especially when a DM is overpowering their NPCs/Mobs.
If you were playing a psion I could tell you how to do 504 points of damage total per round for up to 20 rounds with one power (ie spell).
